Board without the top level

Make it possible to eliminate the top level from the board so one can plan with only two levels. This is different from the current 2 level view of the board, because that doesn't allow scheduling stories into releases.

    I would like to see both the top level (user process) and the 2-level board AND releases.

    Even better, make it flexible so that I can decide how many levels I want. I happen to only want 1.

    I agree the 3 levels just doesnt tend to fit with how we work
