I agree that the most important place for this would be on the 'release management' window - also probably easier to manage. For what it's worth, making the releases scroll with a scroll bar might make dragging from the end to the start easier, if there were lots of releases (rather than a paginated releases list).

drag and drop should also be used in the "release" management screen.
